WEST ALLIS, Wis. (CBS 58) -- A vote that will allow a neighborhood haunt to return this Halloween season took place on Tuesday, May 7. 

Last October, Novak Manor, an attraction in a West Allis neighborhood was told it had to shut down. 

The city got a complaint that Novak Manor wasn't following their '"special event" permit. 

Shortly after, the city passed an ordinance allowing a special zoning exception, allowing the Novak's to apply for a permit to run the haunt again. 

Last night, the City of West Allis approved that permit. 

A few of their neighbors still have concerns. 

"We have found people urinating on our property, and coming onto our property, somebody was looking through my truck at one point," said a West Allis resident at the meeting.

"Dumping garbage from their cars, as they open their car door to get out, they dump garbage right into the street," said a West Allis resident at the meeting.

One of the homeowners and organizers, Adam Novak, says they've worked with neighbors to make changes to traffic patterns and parking to make their neighbors more comfortable. 

Novak also said he'll continue to work with neighbors.

Other community members, including a former West Allis Alderman, say the complaints are unreasonable. 

"The issues that you are bringing up are city-wide, the issues you're bringing up also fall under Candy Cane Lane and also fall under State Fair," said Tracy Stefanski, former West Allis Alderperson. 

The city's economic development committee approved the permit unanimously, with one abstention from Alderperson Patty Novak, who co-owns the Novak Manor property.
