FRANKLIN, Wis. (CBS 58) -- Franklin Police say that the "suicide bomber" was near the Walmart and Sam's Club, but never entered the stores. A search never found the man Tuesday night but Wednesday morning the 20-year-old man was arrested by West Allis Police around 1:50 a.m.
No "bomb" was found on the man when he was arrested.
The suspect has been taken to the Milwaukee County Jail and is awaiting charges.

FRANKLIN, Wis. (CBS 58) -- The Franklin Walmart was evacuated on Tuesday evening after a report of a man with a bomb strapped to his chest.
The West Allis Police Department took a report of a suicidal man in his early 20's who had a bomb vest strapped to his chest.
Authorities were able to pinpoint his location to near the Walmart on 27th Street.
Officers arrived on scene around 7:23 p.m., set up a perimeter, and evacuated the Walmart and Sam's Club.
Authorities then searched the area but were unable to locate the man.
The search and investigation remains ongoing
The Captain of the Franklin Police Department says there is no threat to the public at this time.
