Immigrant tied to arrest of Judge Hannah Dugan agrees to plead guilty to entering US illegally
MILWAUKEE (CBS 58) -- Eduardo Flores-Ruiz, the immigrant tied to the arrest of Milwaukee County Circuit Court Judge Hannah Dugan, will plead guilty to being in the United States unlawfully, according to federal court documents.
Records show Flores-Ruiz signed a plea agreement on June 20. The offense carries a maximum term of imprisonment of two years and a fine of up to $250,000.
As part of the plea deal, Flores-Ruiz "knowingly and voluntarily agrees to be deported and removed from the United States following the completion of any term of imprisonment," according to court documents.
Records show Flores-Ruiz is a Mexican citizen and first entered the US in January of 2013. He was apprehended and removed the following day but returned to the United States. He was arrested by ICE agents on April 18, 2025, after reporting to the Milwaukee County Courthouse for a hearing.
Milwaukee County Judge Hannah Dugan was arrested the same day, on charges of obstruction, for allegedly trying to help Flores-Ruiz avoid arrest.
