MILWAUKEE (CBS 58) -- Milwaukee County Executive David Crowley issued a directive on Tuesday, Sept. 1 to limit the use of Flock cameras on county property and calling for new standards governing surveillance technology.

"Public safety partners should have the right tools to keep Milwaukee County safe, but unchecked surveillance isn’t the answer," Crowley said.

The directive calls for binding standards covering how Flock cameras can be used, who can access data, how long information can be retained and when it can be shared. Crowley said the standards should prohibit sharing data for federal immigration enforcement without a judicial warrant and establish independent audits and consequences for misuse.

The county also plans to create a public-facing portal with information about Flock camera deployment and use.

Crowley’s memo says there have been no documented instances of misuse within the Milwaukee County Sheriff’s Office but cites cases elsewhere as reason to establish safeguards proactively.

Crowley also called on municipalities throughout Milwaukee County to reevaluate their use of the technology and adopt similar standards.
