FBI: Milwaukee County Circuit Judge Hannah Dugan arrested on charges of obstruction

MILWAUKEE (CBS 58) -- In a now-deleted post on X, FBI Director Kash Patel announced that the FBI has reportedly arrested Milwaukee County Circuit Judge Hannah Dugan on "charges of obstruction," claiming Dugan obstructed an immigrant arrest operation last week.

Brady McCarron, a spokesperson for the US Marshals Service, confirmed to CNN Dugan was arrested at 8:30 a.m. on Friday on local courthouse grounds, where she works. She was then processed by the federal Marshals Service. She is expected to appear before a federal judge in the Eastern District of Wisconsin this morning. McCarron said she is currently in a holding cell in that federal courthouse in Milwaukee.

Patel's post was made early Friday, April 25, but as of 9:45 a.m. on Friday, the post was deleted.

The criminal complaint released against Dugan says federal agents began investigating last week for trying to help a defendant, identified as Eduardo Flores-Ruiz, avoid arrest. The complaint says Flores-Ruiz was not lawfully in the United States, stating he is a native and citizen of Mexico and had been issued an I-860 Notice and Order of Expedited Removal by United States Border Patrol Agents on January 16, 2013.

The complaint confirms federal agents detained Flores-Ruiz that day in the courthouse. 

Flores-Ruiz was supposed to be back in court May 14. 

Judge Dugan's law career spans nearly four decades. She was a litigation attorney for Legan Action and Legan Aid Society of Milwaukee. The Milwaukee native served as executive director of Catholic Charities of Wisconsin before going into private practice as a civil law attorney. She was elected a Milwaukee Circuit Court judge in 2016 and reelected in 2022. Her six-year term expires in 2028. 

Milwaukee County Executive David Crowley issued a statement the arrest on Friday morning:

"I am aware of the arrest of Judge Hannah Dugan. Like any individual in this country, I believe she is entitled to due process. We should let the facts come to light and the legal process play out.”
