Man charged after low-functioning student sexually assaulted at Oconomowoc High School

OCONOMOWOC, Wis. (CBS 58) – A 20-year-old man is charged with child enticement after sexually assaulting a 16-year-old low functioning student, according to a criminal complaint.

Authorities say they were called to Oconomowoc High School on March 2, 2017 for a report of a sexual assault.

Officers were told the student said she was assaulted by Adalberto Velasquez.

Court documents state the victim told police Velasquez asked her to go to the school’s greenhouse so he could show her some plants. She says she didn’t want to go but Velasquez took her hand and pulled her into the building. Once inside, he closed the door and forced himself on her, according to a criminal complaint.

The victim says she told Velasquez “no” but he put his hands up her shirt, pulled down his pants and forced himself on her. While the assault was happening, the victim says she could not push Velasquez off of her.  The victim says a teacher saw her leaving the area and crying following the incident.

According to court documents, the victim says she had also been forced to perform oral sex on Velasquez.  The victim had a sexual assault nurse examine her after the incident.

In an interview with police, Velasquez says the victim came up to him and started kissing him. He said she unbuttoned his pants. Velasquez’s DNA was found on the victim’s body.

He faces up to 25 years in prison and up to a $100,000 fine.

The Oconomowoc Area School District released the following statement regarding the incident:

"This incident took place in the spring of 2017. The sensitive student matter, involving a minor was handled immediately by Oconomowoc High School (OHS) administration and local law enforcement. Because this is a confidential student issue, no further information can be shared. Staff and student safety remains a top priority at OHS and the Oconomowoc Area School District (OASD)."
