MILWAUKEE (CBS 58) -- Twenty-two-year-old Pepe Sikisi-Belle Jr. was shot and killed on Saturday morning, May 30, while celebrating his son’s birthday party at Center Street Park.

According to the Milwaukee County Sheriff’s Office, a 25-year-old woman was arrested at the scene in connection to the shooting and was in possession of two firearms.

“She had not one, but two guns, two guns at a 4-year-old’s party,” Pepe’s mother Marissa Bopilo said.

On Thursday, June 4, the District Attorney’s Office announced the 25-year-old woman would not be charged.

The following statement was sent to CBS 58.

"Yes, we completed our review of this case this morning and notified the family of the victim that due to issues associated with self-defense, we have determined that we will not be able to meet our burden of proof beyond a reasonable doubt and will not be issuing a criminal charge in this matter."

The woman has since been released from custody.

“They’re giving the permission that it’s okay to kill somebody and nothing can happen to them, and they can say self-defense,” Bopilo said. “I’m feeling really angry because there’s no justice.”

Bopilo says her son and the woman grew up together, but have grown distant recently, and that she was still invited to the party.

“She should have never gotten invited to this party,” Bopilo said. “How can you call somebody family and murder them?”

For the family, grief has turned into spite.

“I hate her for this, I can’t say right now that I can forgive because I can’t because she can have everything and I have nothing,” Bopilo said.
