Former owner of dog tied to pole ahead of Hurricane Milton facing charges

TAMPA, Fla. (CBS 58) -- The owner of a dog found tied to a pole shortly before Hurricane Milton made landfall, will be criminally charged. 

According to Florida Department of Highway Safety and Motor Vehicles Executive Director Dave Kerner, 23-year-old Giovanny Garcia faces charges of aggravated animal cruelty. 

The dog, now named Trooper, was found on Oct. 9, tied to a pole on I-75 in Tampa. 

Body camera footage captured a Florida Highway Patrol trooper rescuing Trooper from the elements, and the video went viral online.
