Attorneys for a now-16-year-old boy claim staff used excessive force while restraining him inside the facility, and they’re demanding a wider investigation.
Surveillance and body camera video show four staff members restraining and hitting 15-year-old Anthony Elliott Jr.
“Standout excessive force. Immediately out of the gate,” said Thomas Lenz, an attorney representing Elliot.
Lenz says Elliot was subjected to cruel and unusual punishment, in this case by excessive force.
“This is a kid who’s standing there, not doing anything physical, and is struck in the face and just violently attacked,” said Lenz.
The lawsuit names two brothers, Robert and Jordan Knight, as the security guards who hit “several closed-fist punches” to Elliot's head, “multiple knee strikes” to Elliot's body and “several elbow strikes” to Elliot's rib and back.
“So, he was physically injured but he’s doing better with the physical injuries, but the emotional trauma from an incident like this is long-lasting,” said Lenz.
In a statement sent to CBS 58 last December, the Racine County executive's office said in part, Elliot was “clenching his fists and making multiple threats of physical violence to other juveniles and staff."
“Well, this facility had only been open for three weeks; they should’ve all been freshly trained on these techniques,” said Lenz.
CBS 58 reached out to the Racine County executive’s office Thursday and did not hear back.
Robert Knight resigned.
Jordan Knight still works at the detention center.
“I am concerned for the safety of the kids involved in the facility,” said Lenz.
