MILWAUKEE (CBS 58) – A Milwaukee man charged with killing a transgender woman was sentenced to prison Monday.

The shooting happened two years ago on Milwaukee's near west side.

Thirty-three-year-old Clayton Hubbird was sentenced to 23 years in prison and seven years of extended supervision for the death of 35-year-old Regina Allen.

"I wish I could go back in time and change what happened," Hubbird said in court Monday, taking responsibility for his actions the night of August 29, 2022.

Prosecutors said he picked up Regina Allen from a gas station near 19th and National, took her near her sister's apartment at 26th and Wells, then shot her.

"You can see the victim literally get picked off her feet by the force of the bullet and then fall to the ground, and he just leaves," described attorney Grant Huebner.

Though Hubbird left the scene, Allen was able to identify him to first responders before she died.

Hubbird was charged with first degree reckless homicide. He pleaded guilty this May, just before jury trial was set to begin.

Several of Allen's family members were in the courtroom Monday. Her mother told the judge they are all heartbroken.

"I forgive him for what he did, but I will never forget what he did because I'm the one that have to go out to the graveyard," her mother, Andrea Allen, said through tears.

Judge Jean Kies said she hopes the sentence sends the message that violence is unacceptable.

"Trans women are four times more likely to be sexually assaulted or battered than any other women. Trans women are often the victim of homicide and assault," Kies explained. "You ended up shooting an innocent person. Regina Allen, say her name."

Hubbird has already served almost two years in custody during proceedings. Those days will be credited to his 23-year sentence.
