Watertown officer will not be prosecuted in fatal October shooting

WATERTOWN, Wis. (CBS 58) -- This week, the state's Department of Justice released a report on the death of a man shot by a Watertown police officer in October.

Justin Whitten had a gun in his hand when Officer James Simon shot him outside an apartment building Oct. 18.
