Woman calls Kenosha police about man locked in apartment building closet, man found and arrested
Wisconsin Court System KENOSHA, Wis. (CBS 58) -- A woman who lives alone told Kenosha police she feared for her safety after hearing someone sleeping, eating and moving around in a closet attached to her apartment for about five days, according to a criminal complaint.
The complaint says an officer responded at around 4:39 p.m. on Thursday, Oct. 15 to the area of 52nd and 7th Ave. after another tenant reported someone staying in a locked common-area closet in the building's back stairwell. The woman who called police is cited in the complaint as saying that the noises started on Oct. 10.
An officer reportedly said that while he was in her unit, he could hear someone moving inside the closet and ordered the person to come out, but the person refused.
Officers entered the closet with the landlord's approval and found 39-year-old Joel Lee Jr. on the floor, the complaint says.
Lee is charged with criminal trespass and resisting an officer, according to the complaint filed Tuesday, Oct. 20. The complaint says he refused orders to put his hands behind his back and pulled an arm away from an officer.
After warnings, the complaint mentions that one officer reportedly used a stun gun before officers handcuffed Lee.
The landlord is mentioned in the complaint as telling a detective on Friday, Oct. 16 that he did not give Lee consent to live or sleep on the property.
Prosecutors say Lee is being treated as a repeater because of a 2025 felony theft conviction. These charges are allegations, and Lee has not been convicted.
