Burlington man found competent to stand trial in alleged random attack
BURLINGTON, Wis. (CBS 58) -- A Burlington man was found competent to stand trial Tuesday, March 14, after an alleged random attack on a woman in November 2022.
Richard Sallmann, 62, is facing multiple charges including attempted first-degree intentional homicide, strangulation and suffocation, second-degree sexual assault and battery.
According to the victim, Sallmann said, "you are going to die by my hands today" after leaping out from a hiding spot while she was outside heating up her car.
It's alleged that Sallmann punched the woman, groped her and tried to choke her.
Eventually a neighbor heard her screams and called 911.
According to the criminal complaint, Sallmann tried to run from responding officers but was quickly caught. He told one, "you are one of them, you are reptilian," then added, "she is one of them."
The woman was hospitalized with serious injuries.
Sallmann is due in court for a preliminary hearing March 29. Bond remains set at $50,000.
