Driver without license charged in crash that killed man, woman on ATV
MILWAUKEE (CBS 58) -- A Milwaukee man who collided with an ATV, killing two people, has never had a license.
Prosecutors say Jaden Allen-Zion Brown-Smith was driving a Chevrolet Malibu without a valid license when he crashed into a red ATV near 28th and Concordia on Aug. 30.
Brown-Smith told prosecutors he was making deliveries for DoorDash in his brother’s car when he swerved to avoid the ATV, which reportedly entered the street from an alley, but could not stop in time to prevent the crash.
Police say the driver of the ATV was identified as 45-year-old Victor Ramos, who later died at the hospital. The passenger, 36-year-old Brittney Harshman was hospitalized, but died Wednesday morning, according to the Milwaukee County Medical Examiner’s Office.
"That it also would not have happened if the ATV was not on the road as well, which is also illegal,” said Milwaukee County Court Commissioner Hon. Barry Phillips.
Brown-Smith is charged with causing death and great bodily harm while driving without a license. In intake court Wednesday morning, Brown-Smith was emotional as Phillips stated this accident could have been prevented.
“This could have easily been avoided but for you allegedly driving without a license,” said Phillips. “My problem with this case is you have been given tickets in the past and allegedly have still continued to drive.”
Prosecutors say Brown-smith did not have a license and was cited on May 21, 2025, for driving without one “after being pulled over for speeding.” He was issued a second citation the very next day.
“You drive when you’re not supposed to drive and that’s when I hesitate,” said Phillips.
Brown-Smith was released on a $25,000 signature bond, meaning he does not have to pay that money now.
DoorDash shared the following statement:
“We’re horrified by this tragedy and our thoughts are with the victims' loved ones during this difficult time. This individual knowingly violated the law, our Dasher agreement and policies, and we’re prepared to fully support law enforcement in their investigation to bring them to justice. This individual violated the terms of the Dasher agreement and we have removed them from our platform. DoorDash is in close contact with law enforcement to support their investigation.”
