NOW: New video shows interaction between Milwaukee County Judge Dugan, federal agents

MILWAUKEE (CBS 58) -- We're seeing, for the first time, how a confrontation between a Milwaukee County judge and federal agents unfolded just over a month ago. 

The moment sparked a chain of events that ended with Judge Hannah Dugan under arrest, and now indicted, accused of blocking federal officers from taking a man into custody in her courtroom.

CBS 58 obtained the video after multiple records requests ever since it happened. 


In the first clip, we see Eduardo Flores Ruiz in the hallway; he's walking towards Judge Hannah Dugan's courtroom on the sixth floor, along with his attorney, for a hearing in his misdemeanor battery- domestic abuse case.

On the benches in the hallway, you can see in the video federal agents in plain clothes. A few minutes after Flores Ruiz walks into Dugan's courtroom, she and another court official come out into the hallway. They are seen speaking with the federal agents at the benches. Moments later, the federal agents are led through the hallway; a criminal complaint says Dugan told them they must speak with the chief judge before detaining Flores Ruiz.

The state Supreme Court suspended Dugan from the bench in late April, saying the move was necessary to preserve public confidence in the judiciary. A reserve judge is filling in for her.
