MILWAUKEE (CBS 58) -- Security video obtained by CBS 58 shows the moments when a Milwaukee police officer fatally shoots a man who authorities said fled an attempted traffic stop.

The Milwaukee County Medical Examiner's Office identified the man shot as 31-year-old Herman Lucas.

According to police, the incident began around 1:40 p.m. on Tuesday, Feb. 21, when an officer attempted a traffic stop of a vehicle near 70th and Thurston because it had no license plates. The traffic stop was initiated but the driver -- identified as Lucas -- drove away and a s pursuit began.

The pursuit culminated at 91st and Silver Spring, where Lucas' vehicle crashed into another car.

That crash is captured on security camera video from a gas station at the intersection.

After the crash, Lucas gets out of his car and runs towards the gas station.

As Lucas runs onto the gas station property, the officer pursuing him repeats the phrase, 'drop the gun.'

In one frame of the security camera video, an object appearing to be a gun is seen in Lucas' right hand.

Lucas then goes out of frame as the officer approaches. The officer gives one more order to drop the gun and immediately fires his weapon ten times.

More officers arrive at the parking lot and shout orders at Lucas. Eventually, they approach Lucas, see he is unresponsive and then move his body in order to perform CPR. Lucas died at the scene.

Approximately seven minutes passed from the moment shots were fired and when the first compressions are administered.

The video does not show Lucas when the shots are fired by the officer. Police said it is unknown at the moment whether or not Lucas  pointed the gun at the officer.

"At this time, it's unknown," MPD Chief Jeffrey Norman said in a news conference Tuesday. "I know at the time that the officer engaged there was a firearm, but at what point and where, how, that's still part of the investigation."

A video circulating on social media shows a different angle of Lucas' body being moved.

MPD addressed the video saying in a statement, "MPD is aware of videos that are circulating on social media platforms depicting portions of the incident including officers moving the suspect. MPD is conducting a full administrative investigation of this incident. MPD holds its members to the highest level of integrity and if it is determined that any member has violated the code of conduct, they will be held accountable."

Milwaukee police say the investigation is ongoing with Waukesha police handling the case, as is policy.

MPD said the suspect's firearm was recovered at the scene.

Police said the officer who shot Lucas was a 43-year-old male with five years of service with the department. He has been placed on administrative duty, which is department policy.
