Oklahoma man charged in Walworth County crash that killed We Energies worker

WALWORTH COUNTY, Wis. (CBS 58) -- Charges are now filed against an Oklahoma man accused in a crash that killed a We Energies worker in the Town of Troy back in April. 

Fifty-year-old Raschad Johnson is charged with homicide by negligent operation of a vehicle and second degree recklessly endangering safety in the crash that killed 65-year-old Timothy Johnson. 

Walworth County deputies responded to the scene near State Highway 20 near Townline Road just before 10 a.m. the morning of April 30.

According to the criminal complaint, a responding deputy said Johnson stayed at the scene and admitted to driving the involved vehicle and striking the pedestrian.

A witness, according to the complaint, told investigators he'd been traveling behind Johnson for about a mile, and was about to call in the vehicle for reckless driving when he saw the driver strike the surveyor. The witness said the victim had been standing in the roadway wearing a high visibility safety vest. He estimated Johnson's vehicle had been traveling between 50-55 miles per hour at the time of the crash. 

Investigators spoke with another worker on scene, according to prosecutors, who said he and the victim had been standing near the center of the road at the time of the crash using surveying equipment. The complaint says he recalled having to jump out of the way to avoid being struck by the vehicle. 

A responding deputy reported a We Energies utility truck with activated yellow safety lights in the area of the crash. 

Prosecutors say they located a computer and cellphone in Johnson's vehicle, "with power stations to support continuous operation while the vehicle was in use." Authorities noted the computer appeared to have been turned on inside the vehicle.  

Court records show arraignment scheduled for July 13.
