MILWAUKEE (CBS 58) — A 37-year-old Virginia man has been charged in Wisconsin after prosecutors say he kidnapped a Milwaukee teenager who remained missing for nearly four years.

According to a criminal complaint obtained by CBS 58, Owen L. Anderson of Blacksburg, Virginia, is charged with:

• Kidnapping
• Child enticement
• Abduction of a child

The charges carry a combined maximum penalty of 80 years in prison and $250,000 in fines.

Milwaukee police received a missing-child report June 23, 2022, after the girl's mother reported her disappearance. The girl was 15 at the time.

According to the complaint, Anderson persuaded the teenager to leave home and live with him, promising to care for her and never hit or scream at her. Investigators said Anderson had been communicating with her online since she was 12 through platforms including Kik, Discord and Signal.

Surveillance video recovered in July 2022 showed the teenager near North Hubbard Street. Investigators also learned her social media accounts had been logged out and the "Find My" feature on her iPhone had been disabled.

Milwaukee police continued investigating tips and leads for nearly four years.

On May 26, 2026, an out-of-state police department contacted Milwaukee investigators after officers encountered the now-adult victim during a domestic dispute. The complaint says she initially declined to identify herself but later called police and provided her true identity.

She told investigators Anderson had held her against her will for years and repeatedly physically and sexually abused her.

According to the complaint, Anderson began sexually exploiting the victim while she was still a child. Investigators allege he pressured her to create sexually explicit recordings and then used those recordings to blackmail her into complying with additional demands.

A Milwaukee police officer traveled out of state May 27 and participated in the execution of a search warrant at Anderson's home. Police reportedly recovered electronic devices, flash drives, journals and documents containing personal identifying information. Anderson and the victim were both at the residence during the search.

The victim told investigators Anderson had promised her a home free from abuse but instead exposed her to pornography and child sexual abuse material and forced her to recreate what she saw.

She also accused Anderson of sexually assaulting her inside a rental vehicle. According to the complaint, Anderson claimed he was asleep and did not know what he was doing during the alleged assault.

Prosecutors allege Anderson prevented the victim from attending school between June 2022 and May 2026 and repeatedly subjected her to physical and sexual abuse. She told investigators she feared Anderson would hurt her or threaten her family.

"It's always my fault if he hits me," she told investigators.

When Anderson was arrested, police said he was carrying two Glock handguns, 14 loaded spare magazines, several knives and three containers of pepper spray.
