Milwaukee County court reporter charged with overcharging for transcripts
CBS 58 MILWAUKEE (CBS 58) -- Linda Duchrow, a 63-year-old Waukesha resident who was a Milwaukee County court reporter, has been charged with one felony count of misconduct in public office after investigators say she repeatedly charged rates far above what state law allows for court transcripts.
During an interview with a detective, she reportedly said she had been told by a judge that she could charge more for large civil cases, but in actuality, Wisconsin law sets the rate for certified transcripts at $2.25 per page for the general public.
In one instance, Duchrow quoted a person $450.50 for a 20-page transcript that should have cost $45, according to the criminal complaint. She reportedly later lowered the price to $240.50 after the person questioned the cost.
Investigators identified 24 checks totaling $12,081.25 paid to Duchrow for transcript work between Nov. 2023 and Sept. 2024, the complaint states. She also reported $0 in transcript income on a required quarterly state form during a period when bank records showed she deposited payments from multiple law offices.
The same judge that Duchrow said gave her permission to charge higher rates for transcripts emailed her in Sept. 2022 to remind her that transcript fees are limited by state statute, the complaint states.
If convicted, she faces up to three years and six months in prison and a $10,000 fine. Her arraignment is scheduled for Wednesday, March 25 at 8:30 a.m.
