Arrest made in Waukesha death investigation after body found in tarp
WAUKESHA, Wis. (CBS 58) -- The Waukesha Police Department has announced they made an arrest after finding a body in tarp near Frame Park back in October.
Carlos Maldonado, 56, was shot and killed back in April.
While the relationship between Maldonado and the suspect is unclear, police say they lived in the same apartment building and Maldonado was the first name on his hit list.
"We believe he had a hit list; we believe he had grievances with others, fortunately those others weren't local," said Waukesha Police Captain Dan Baumann.
According to Waukesha Police Captain Dan Baumann, Maldonado's body was found on Oct. 20 hidden under leaves and branches wrapped in a blue tarp.
Someone performing maintenance on the building found what they believed to be human remains and notified the police.
Baumann says Maldonado was shot multiple times in the head and chest.
According to the criminal complaint, Maldonado's daughters reported him missing in May saying they hadn't heard from him since April and that it was unlike their father to not respond.
The complaint says after a lengthy investigation led police to 62-year-old Kevin Lychwick's car.
"Inside the vehicle was a firearm, that firearm was sent to the crime lab. We were able to determine that the rounds located in the victim were a fire from that firearm that was located in Lychwick's vehicle," said Captain Baumann.
Also in the complaint, police found a handwritten note calling this hit 'Operation Slop Shop.'
There were six other names associated with various 'operations' and referred to them as threats.
"He had information on these targets including identifying information, address information, contact information and based on these allegations we do believe their lives if he is released would be in danger," said Lesli Boese, state prosecutor.
Lychwick appeared in court Monday.
He's being charged with first degree intentional homicide and hiding a corpse.
His cash bond was set at $5 million.
