Calls for transparency in deadly Racine County Jail attack after inmate assaulted another inmate

RACINE, Wis. (CBS 58) -- Attorney B'Ivory LaMarr, who is representing the victim's family, has identified the victim as 35-year-old Joseph Lee.
LaMarr is calling for more transparency and a video release as their firm conducts an independent investigation.
"For the sake of transparency and public accountability, I am calling on Racine County to release a redacted version of the surveillance footage capturing the assault, along with footage detailing the correctional officer’s actions leading up to and following this tragedy," said Attorney LaMarr. "This is essential to ensure that the public has confidence in the investigation and the safety protocols at the Racine County Jail."
Police say on Dec. 31st, Racine County Jail Inmate Davonte Carraway assaulted inmate Joseph Lee inside the jail's dayroom.
The Racine County Sheriff's Office says prior to the assault, a corrections officer completed a safety and security check in the room and supervised inmates on the same wing.
"What we don’t know is how long it took the deputies and the correctional officers to respond to this altercation," said LaMarr. "That’s the most concerning part at this point."
LaMarr also expressed concern over reports that Lee was placed upside down naked in a garbage can for a prolonged period following the assault, as well as the classification and housing of the suspect charged in the assault.
"We've been told he remained in this trash can for at least 45 minutes prior to this altercation ending, so regardless to whether there was a check made prior to this altercation existing, the response to this altercation," said LaMarr.
Court records show Carraway has an open attempted homicide case. LaMarr claims Carraway is suspected of additional violent episodes with inmates and should have been housed in a manner to reduce risks to other inmates like Lee.
"He has children, 6 children to be exact, who are now going to be without a father," said LaMarr. "Those children deserve answers."
LaMarr says Lee is currently brain dead at Froedtert Hospital and will be taken off of life support Sun. Jan. 5th. The family is heartbroken to lose their loved one and is demanding justice.
The Kenosha County Sheriff's Office is investigating the incident and submitted one count of first-degree intentional homicide against Carraway to the Racine County District Attorneys' Office.
We reached out to both the Kenosha and Racine County Sherriff's office about these allegations and are waiting to hear back.
Lamarr hasn't taken any legal action yet, but says his firm is investigating.
Lee was in the Racine County Jail facing felony drug charges.
There will be a community prayer vigil for Lee on Sun. Jan. 5th. outside of the Racine County Jail.

RACINE, Wis. (CBS 58) -- The inmate assaulted by another inmate and left in critical condition at the Racine County Jail, has died.
The assault happened Dec. 31, and the injured man was pronounced dead Jan. 1.
The Kenosha County Sheriff's Office -- who is conducting the criminal investigation -- identified the suspect as Davonte Carraway.
One count of first-degree intentional homicide will be referred to the Racine County District Attorney's Office.
The victim has not been identified.
An investigation is ongoing.

RACINE, Wis. (CBS 58) -- An investigation is underway after an inmate assaulted another inmate at the Racine County Jail.
It happened Dec. 31.
Officials say prior to the assault, a corrections officer -- following protocol -- completed a safety and security check for the dayroom where the assault occurred. The correctional officer continued to supervise inmates on the same wing when the perpetrator attacked the victim. During the next safety and security check, the correctional officer located the unresponsive victim and initiated lifesaving measures.
The victim, a 35-year-old man from Racine, sustained life-threatening injuries during the assault. He was transported to the hospital for treatment.
The perpetrator has been identified, and he is currently segregated from all other inmates.
The Kenosha County Sheriff’s Department has agreed to conduct the criminal investigation.
The investigation is ongoing.
